After graduating the Graduate School of Science and Engineering of Waseda University in 2003, Mr. Takahata entered Ministry of Health, Labour and Welfare (MHLW) in 2004. Mr. Takahata has served in numerous positions, including Pharmaceuticals and Medical Devices Agency (PMDA), Health Science Division and Safety Division for Medical Devices of MHLW.

He has also been assigned to First Secretary, Embassy of Japan in Indonesia.

After serving as Deputy Director, Food Standard and Evaluation Division and Pharmaceutical Evaluation Division, he has taken the current position since September 2021.
